Home 'black box'?

Hi,
There was an article some time ago about a black box for about a tener that pre-dials a programmed number for you depending on the number you dial. That is, when you dial a mobile, it uses 1899, when you dial landline - 18866, etc.
Anyone's got a link/name of the box?
