Claiming through RM: Buyer or seller?

Hey all, was looking at this auction on ebay: 130193725844 and noticed in the payment instructions the seller says that if the item does not arrive then the buyer has to claim for it and they will send proof of postage.
I'm sure I've read on here somewhere that it's the sellers' responsibility to claim for the lost item? Or am I just going doo-lally?

I always thought it was the sellers problem as they have purchased the service from royal mail but I had occasion to claim for a late special delivery and noticed on the form that it asked if I was the receiver or the poster. Received my SD fee back + £6 within 2 weeks so well pleased!0

For the purposes of ebay and paypal it is only the buyer that needs to bother to claim, the buyer has an automatic right to a refund if they used paypal and if the item is not tracked to delivery.
