Paypal refunds and final value fee credits?

I want to issue a refund to an ebay buyer who is not playing ball and will probably return the item if I send it. Should I issue a partial refund and deduct the listing fees and final value fees, or is there a way of claiming back the final value fee after issuing a refund??
I don't know whether Paypal will refund the Paypal fee if I issue a partial refund and I don't know whether I would qualify for a final value fee credit on ebay if I have only issued a partial refund on Paypal. Also I don't know whether issuing a refund and then claiming the FVF Credit will require the buyer to assist with the process. I am not convinced she will.
I sold the item with buy it now, but the buyer does not want the item because she says she found out it is overpriced. I know sending the item will just cause more hassle at this point.

If you are refusing payment then you must return the whole payment, you cannot keep some for yourself unless the buyer has agreed that with you. Any prt not refunded will also remain eligible for a chargeback anyway.
If the full paypal payment has been refunded then it shows as unpaid in your ebay and a NPB can be started, however unless you have serious concerns it is difficult to make a formal complaint that buyer never paid, when he patently did! Assuming you go ahead with the NPB then you will get your FVFs back s long as you do the full NPB and not a mutual one. You also get a relist credit which credits your aco!!!! with the second set of basic listing fees if, and only if, the item sells on the second attempt.
Personally since the buyer is being a pain I would refund in full and slam in a full NPB on the basis that they requested a full refund and are technically refusing to pay.
