Parking charge for a few minutes stop picking up my mum – anything I can do?

Got a £100 charge from National Parking Control on an L&Q estate in Harrow. I stopped on the roadway to collect my mother, who lives there and can barely walk, to take her to the airport. Car was left unattended for few minutes while I went in to help her out – their own notice shows 10:05:56 to 10:07:58.

No ticket on the windscreen, letter arrived after the discount window had already closed so it's the full £100 now.

Signs attached. Entrance sign says "NO PARKING" with no amount on it, terms sign says "No parking on roadways at any time" and £100.

I know two minutes doesn't beat an absolute prohibition. But is it worth appealing on the signage, or doing anything? Anyone had any luck to cancel or appeal any of these?

Appeals don't work because there isn't one: the IAS is considered a kangaroo court.

But you will NEVER have to pay this invoice.

This was predatory surveillance by a lurking person on foot, who took a chance to try to get a bounty payment from uploading their photos, instead of fairly approaching the car to move the driver on, and point out the hidden signs (or even affixing a PCN to the windscreen which would have been a timely notice and would have avoided obtaining DVLA data, which is unjustified as a first resort (so says the ICO) and is unfair in cases of someone on foot with a camera).

And picking up a passenger isn't 'parking' so says the 2022 DLUHC code but of course, the BPA and IPC altered/removed that definition in the 'joke' joint code, which had over 30 anti-fairness changes (regulars think they can see the hand of ex-Gladstones solicitor Will Hurley behind the joke Code, and we think the BPA just went along with it).

I think that address is wrong anyway, there is no "North" Headstone Road in Harrow that location is Headstone Drive I believe, and a long way from Headstone Road.

It looks like their "warden" watched you and pounced for revenue rather than parking management. Also no contract can be formed for a prohibited event.

Cheers, you're spot on about the address. It's Hetherington Street. There's no North Headstone Road in Harrow at all.

Also Anson House is HA1 4RQ but Kenna House (they've spelt it "Kennah") is HA1 4DY, so the postcode on the notice only covers one of the two buildings they've named.

Nothing was left on the windscreen, first I knew was the letter.

Is the wrong address worth making a fuss about in the appeal, or better saved for later? And am I better off just making them prove where the car was rather than correcting it for them?

L&Q own the site so I think asking Mum to raise a complaint too

Bung in an appeal with a copy of the blue badge and citing the Equality Act 2010 and quoting from the proper (withdrawn but being resurrected) 2022 Code of Practice as refards the definition of 'parking period'.

And deny the car was parked at all, and it certainly wasn't in the location stated because there's no 'North Headstone Road' or 'Kennah House' in Harrow.
