Not sure how to manage L-ISA, S&S ISA & halting of SIPP

£1.50 was AJ Bell's regular investment fee. They recently got rid of the fee. So it sounds like you have it already set up and it bought whenever you added money to your LISA. AJ Bell's regular investments happen on the 10th of the month.
There is the platform charge. Dodl's seems to be 0.15% whereas full-fat AJ Bell is 0.25%. But full-fat AJ Bell has a fee cap of £3.50 per month if you hold shares, ETFs or gilts rather than funds. So if you just hold an ETF, full-fat AJ Bell would be cheaper once you have more than £28,000 in your LISA

I'll be honest, I'm not really sure what you just said.
You've thrown me because yes of course I'm thinking about it. That's why in here asking questions.

Are you talking about the dealing account (to cover fees)?
The way I handle the dealing account is throw some money at it Dec 31 that I think will cover the coming year.
I keep an end of month spreadsheet for all accounts Inc investments so when I see it getting low if that's before Dec 31 then I add more otherwise it gets done Dec 31 (yep I'm not interested in all that New Year malarkey).
I wasn't aware that regularly adding to an investment did away with the £1.50 charge so it looks like I won't have to do a thing other than just create the auto payment.
Whether AJ Bell are good to stay with or not I'm not sure. I don't know if anyone else is much better with charges but I also prefer to have PC access rather than be 100% app based. Though that isn't a set in stone rule.

"If there isn't enough cash in the LISA to make the regular investment in any month, "
You've thrown me with the above.
I was thinking this would be just like setting up a direct debit.
I pay £x in to Y-fund automatic. Then each month £x is taken from my bank account & put straight in to Y-fund.
The portion of your post that I quoted makes it sound like I load up the L-ISA first & the regular saving instruction calls on that, not my bank.

Thanks. I didn't clock that. I thought we were all just talking about the same thing.
