Paid for parking at NCP, got a penalty, didn't appeal in 28 days

Hi, my mum has a Motability car, my nephew drives it for her, they paid for parking at an NCP car park, they received a penalty notice afterwards, together they phoned them to appeal, they were told you can't appeal on the phone but didn't tell them they only had 28 days to do it.

Both my mum and nephew are disabled and I handle a lot of admin stuff like this for them but I also don't live nearby, they didn't tell me and I didn't realise there was a 28 day limit to appeal it, so they just brought the letter to me next time they came. It was too late to appeal and now it's been sent Moorside who are sending my mum letters and texts.

Can we just ignore this? We have proof they paid for parking but my mum is getting worried about bailiffs turning up. I have told her not to open the door to them but she's blind and is a bit careless with security and opens the door regardless of who it is. Would appreciate any advice.

They now know if ever happens again to just send me photos of the letters immediately and I'll sort it out.

    Definitely wasn't a Penalty Notice ( unless it was at a train station. )

    Appeals are always in writing, never verbal

    NCP are currently in administration

    No bailiffs ( HCEO's ) will be turning up ( urban myth for a single pcn. )

    If Moorside Legal are involved, the keeper should study post 2 in the newbies sticky thread in announcements near the top of the forum, and if they have a formal Letter of Claim giving them 30 days notice, they should email the LoC response template

    Or

    The keeper names the driver in order to transfer liability to driver ( which has always been the case. )
