    Definitely No PCN was issued on the day, no windscreen pcn to the driver, simply because if it had been they have to wait 28 days before doing any electronic DVLA lookup, not 10 days and then posting it by letter , giving the keeper the right to respond to the NTK

    You are wrong about when the 14 days countdown clock started

    There was no windscreen PCN. There was also no vehicle cloning going on.

    This is a misread and they'll cancel.

    This is ANPR technology an image going in and an image leaving from a camera (of unknown reliability or calibration) which processes a captured image to pick up the VRN by Opical Character Recognition.

    Even the police calibrated and authorised equipment is only 95-98% accurate, a two bit parking company has no standards, or legislation to constrain it.
