Nexus Group Car Park PCN

Good Evening
My 1st post so hope you guys maybe able to help.
My mum had a fall at the end of August and has been moving between Derryford ICU, Mount Gould Rehabilitation and back to Derryford Hospital in Plymouth. She is now at Barnstaple Hospital where my Dad received a PCN from the above organisation. On the day of the PCN my Dad was confronted by the Andrew who is the Car Park Attendant who said the payment machine was not functioning, my Dad offered to pay the value for his stay but was told the machine was not recognising registrations or payments. My Dad was told to continue on his way. My Dad obviously attends the hospital daily and is not in the best of health, especially now he's been told my Mum will be put in a Nursing home going forwards. Based on this i appealed on his behalf, after a week they requested my Dad sorts a letter allowing me to communicate on his behalf. After a further week, i received a letter saying the carpark has signs saying you should use the App if machines are not working and the appeal has been rejected, it also says `You have now reached the end of our internal appeals procedure. This correspondence represents our final stance on the matter and we will therefore not enter into any further correspondence`
I'm tempted just to pay but my Dad couldn't sort an App on his phone unless i was with him so i think he's been hard done by, especially when the Car Park Assistant told him to continue and not to worry,

Put in a complaint to PALS immediately and name & shame 'Andrew' (the liar who entrapped your Dad). Insist this is cancelled
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
