Shares ISAs, Capital Gains Tax, and the upcoming budget

I keep hearing that the Chancellor is planning a tax raid in the forthcoming budget. My basic question is: could she tax money or gains in Stocks and Shares ISAs? If she can, what's your estimate as to how likely such changes would be?

I reckon they could instead decide to reduce the yearly allowance, limit the total you can accumulate in them , and perhaps scrap the idea that a widowed spouse can add the value (if left to them) of their partners isas into their own isas. I think starting to tax existing ones now would be just too unpopular , but my guess is that theoretically they can do anything they want .1

Instead of speculating on budget, try speculating on your lottery winning chance. You will get better results.
