    Not quite at the 'Court Summons' stage yet but, thought I'll update as there were some further developments;
    I wrote to IAS questioning why wasn't I allowed to file the appeal on the last day and, they kindly extended the deadline.  As expected, the appeal was rejected on 05/12/24 and, today, I got an email from ZZPS requesting contact regarding a 'personal business matter'.  I suppose they were appointed by OPS to get the £170 off me.  I'll sit tight and see what happens next.

    Hello my fellow Brighton lady!

    Have you seen that new OPS signs are up along the prom at Brighton and Hove/Portslade suggesting they're now using ANPR?

    Might you have time to do a fresh FOI request for all discussions that led to allowing OPS to renew the hated contract AND to operate ANPR or CCTV along the prom. The full new contact(s) must be included in the reply - only signatures and payments redacted - plus a list of all sites where BHCC has allowed OPS to use camera enforcement, and why they think that's legal on those sites, in light of the ban in the Deregulation Act 2015 and bearing in mind this is not housing/private land by any stretch of BHCC's imagination?

    I might finally find time to do that DVLA complaint about BHCC soon.

    ZZPS just moved the threat leve up a notch, the have sent a letter informing me of appointment of an enforcement agency.  Should I worry?  Perhaps dig a moat around the premises and fill it up with crocs?

    Ignore it until you get a LBC.

    Make sure you get planning permission for the moat and a dangerous animal license for the crocodiles.

    Another letter came in the post today and, although it's not strictly speaking LBC, it does mention transfer to solicitors.  Also, it's not from ZZPS but  some other 'certificated enforcement agency' called GCTT.  Should I continue to ignore?

    It's also a BHCC owned site so it is not 'relevant land' and the OP told us:

    "The driver at the time of alleged contravention was not the keeper of the vehicle."
    Therefore, there's no cause of action against the keeper.

    So you will look better later if you say this (and no, I'm not joking):

    I've received your template threatogram.

    OPS already know from my futile 'appeal' (futile now they've hopped to the IPC):

    1. I was not driving, and

    2.  The land is owned, and the spaces provided by Brighton & Hove City Council.

    Not relevant land then is it?  Obviously I am not liable as keeper.

    I urge you lot to just crawl back under your sad ZZPS stone and stop harassing keepers by (presumably) pretending that the POFA applies when it doesn't. 
    Sensible replies only please: i.e. pass it back to OPS and tell them to shove it.
