ANPR in a council site

It was my understanding that council parking lots were not allowed to use ANPR to monitor vehicles in and out.  

Does this apply to access to other council run sites?  Specifically I've been told that the local tip, run on behalf of the council by a 3rd party uses ANPR to ensure that some local don't use it too often.  

I find this strange in that I might use any friends' vehicle whether they are local or not and would always have to show proof of my being a local resident before the vehicle would be allowed in to the site.  I could use 20 different vehicles on the same day as long as I had ID.  The ID is never logged, just glanced at to ensure it's got the right postcode range on it.

    Councils can use ANPR for limited purposes but not to enforce parking and specifically not to generate penalty charge notices.

    My local recycling centre is private and has ANPR recognition with a maximum number of visits per annum allowed

    It's odd because no where on any of the council websites does it say that there's a limit to the number of visits allowed.  There's something about businesses using it and vans and certain items but not about residents coming and going.  So why have ANPR on one site in the council region but not others?

    Yes people can get around it by using different VRM vehicles, my bro moved house earlier this year and several family members pitched in

    A household waste site isn't a car park and councils will use ANPR to check regsitered address of vehicles.  If they suspect a vehicle isn't local they can refuse to accept the waste.

    Councils also use ANPR widely for security purposes in conjunction with the police.

    Proof of address required here on arrival. Slots booked on line in advance. Including disclosure of waste being disposed of.

    Surely restricting number of visits will lead to and encourage fly tipping!  At our old recycling centre, rubbish would have been (and often was) left outside the gates. Cannot happen at the new one; if you tried to stop outside the locked gates, your car would be totalled!

    The charity I work with has a reuse/recycle centre and had accumulated a load of things that no one wanted.  Tatty dressers, wonky chairs etc.  So asked everyone if they were willing to do a tip run.  So there was a queue of cars of various sizes that will filled to the rooftops with stuff and then we all went off to the tip.  No problems about it but it meant that the charity didn't have to use one of it's valuable tip tickets - they have to pay for them and are only allowed I believe 2 per quarter which is never sufficient.
