DCB Ltd Notice of Intended Legal Action sent to old address

As per title, I've been ignoring DCB Ltd letters for some time and have moved house but have a mail re-direction in place so am still receiving them.
I've just had the Notice of Intended Legal Action, and I think I have to make sure they have the correct address, but who do I write to? The client is Civil Enforcement Ltd.
Sorry to annoy people if the answer is on the sticky thread, but I've spent hours going round in circles trying to find the info.

NEWBIES THREAD (4TH POST) THE DEBT COLLECTORS' STAGE Changed address?
Send a Data Rectification Notice to CE and DCB Ltd Data Protection Officer. Instruct them to ERASE your old address and replace it with your current address for service. (DPO details should be in the PPC's privacy policy on their website). Include non-photo proof of ID/address such as a redacted utility bill/bank/card statement.
Also update V5C with DVLA.2 -

You should instruct the DO at CE to inform all and any of their agents and sub-contractors of the new data and to erase your old data.1 -
I now have a LBA from CE.
I have the name of the land owner but can't find any email or contacts to get in touch, so should I now send the email to CE as given on the newbies thread that starts like this:

Your Ref. ############
Proposed Legal Proceedings
Claimant: xxxxxx xxxxxxxx Ltd
I refer to your your letter of claim.
I confirm that my address for service for the time being - assuming you don't faff about and delay any claim - is as follows, and any older address must be erased from your records:

The alleged debt is disputed and any court proceedings will be vigorously defended.
To give more context, I used the car-park twice within a week and paid each time but didn't update my car registration details and was using my other car. I received the fine (for the first offence), explained what had happened and was offered to pay £20 which I did. Weeks later I was chased again, and thought it was an error (forgetting I'd parked there twice) so I wrote to them explaining I'd already paid the fine, but they just kept chasing for it and it had gone past the stage of being able to pay £20 by the time I realised I must've parked there twice and done the same thing both times (not updated my reg in app).
Should I explain in the letter that I did pay for parking but for the wrong car?
Unfortunately, I have no idea which app the car park uses to log in and see my history. I've tried all of the apps I can think of. The car park is Jacksons Yard in Hitchin if anyone happens to know.
Also, does anyone know who I email at CE please?

Don't elaborate on that response to the LoC. CE expect you ti use their online portal to respond to them but you can try sending your response as a PDF attachment in an email to office@ce-service.co.uk. You can try any number of prefixes to XXX@ce-service.co.uk, such as "info", "legal", "scammers" and so on. If you use their portal, make sure to keep a copy of exactly what you send them.3

Do not add that paragraph in the middle.
Obviously ask for the 30 day hold.
That'll give you time to find the contact details. Surely they are online or at the entrance to the car park on the 'welcome' store advertising totem?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The template mentions £70; is this because the fine is generally £100 but then £70 charged? My debt is £170 so do I leave the letter exactly as it is with £70 in there or should it say £170?0

I'm a little puzzled by this thread.
The opening post and subsequent posts tell us that Civil Enforcement Ltd are the parking company involved.
Then Today at 3:34PM the OP tells us...
Google Streel View shows nothing more recent, but in August 2020 Excel signs were in the car park.
However. GSV does show this sign in place at the entrance in October 2015...
That same sign was still in place in August 2018 but the GSV image is not so clear.
I wonder what Stonegate Estates or T&P Investments would have to say about this?

...shows us that Excel Parking Services were still 'managing' the car park then.
So when did CEL take over this car park?2 -
I had another squint at Google Maps and saw the payment is 'PaybyPhone', but my history on there only goes back to Jan this year and the offence was in Dec 23 so now don't have proof that I did pay, but for the wrong car.0
