Builder dispute

Builder didn't fit cavity trays that was stipulated on plan's.He said building control are responsible for not noticing this during their inspection and is not prepared to rectify this as the extension was done over 8 years ago.Is he correct?

    I suspect the only way you’ll find out is by taking the builder to court. Probably be a lot more expensive than retrofitting the trays.

    did you sign off on the work back then that it is to your satisfaction?
