Securing Wheelie Bins against wind

My partner lives in a VERY windy area in southern scotland, we get a raging storm almost every week, high winds seem like a constant inevitability of life

And like most of scotland, we have four different wheelie bins for various kinds of recycling. The storms are taking their toll on these. The bins are, at the very least, being blown open, and thus filled with rainwater. Oftentimes they are thrown over, spilling contents. There is no good location on the property to store them, our garden is a narrow path with no space, that rolls downhill into a low lying grassy area which gets flooded in heavy rain

We're looking for options to help mitigate the damage caused by the wind, but budget is very tight. I found some pretty neat looking locks:

but £23 per bin is a bit much

does anyone know of any cheaper alternatives? I'd at least like to stop them being blown open, ideally make them remain closed even when knocked down
