Have Building Regs Certificate but still issues

Hi All,

Bit of a left field issue I need help with. We had a kitchen extension done 3 years ago, for which we received a water board build over agreement (the manhole would have been in the centre of the new kitchen). The new manhole on the building diagrams would be further outside the new kitchen. About a month ago we noticed a weird sewage type smell in th the corner of the kitchen (unresolved as of now)....and this is where I feel really stupid. We have no camera/rodding access because the builder never build a new manhole access !! But you guessed it, the building regs company (private) signed everything off two years ago. I wrote to them and said why did your inspector not pick this up (the second inspection was drainage and damp proofing only) they wrote back and said "if it was on the drawings it should have been built, and we can't be expected to check everything" (that's a joke right!!). 

Had the builder back around and he said "the inspector" did not ask for a manhole and the drawings are only a guide (crap). He has offered to put a rodding access in the SVP instead. My problem is should I go back to the water board and "fess up" to this screw up or just saw well it was signed off so not my issue. I would appreciate any thought on this.
