I'm not sure if the hospital will admit him if he turns up at A&E and is medically fine (his condition is on going, not new). A&E after all is for accidents and emergencies.. Not having appropriate care at home isn't likely to be a reason to be admitted to the hospital.
You might need to bring him back, care for him yourself while you then work on getting a care package from the LA.0 -

Medical in flight advice
All major airlines will have a medif form (Medical Information) which you can obtain from them, once completed and returned the airline will then pass this through a medical screening process (often outsourced) and if agreed will clear a injured/ill passenger for flight. It should cover areas such as in flight care, mobility, medical escorts, equipment (including in flight oxygen if required) and medication. If using an insurance or medical repatriation service then they may well arrange this on you behalf.

After two months in hospital he is still entirely bed ridden, unable to speak, eat, sit up, stand or walk. Doctors have said he is unlikely to recover.
Not to be pessimistic but I doubt that a normal commercial flight they will take a passenger in the above condition.

A huge thank you to everyone who contributed their thoughts and views. Main takeaways I got are:
- ensure airlines can carry my father back
- council unlikely to consider any request before my father is back in the country, so need to arrange for the immediate care need myself
- no special routes for hospital admittance upon landing so probably need to go through GP.
