Civil Enforcement - Letter Before Actions - Claim for Debt

Good evening all,
I have received a letter from Civil Enforcement Ltd (CEL) titled "Letter Before Action - Claim For Debt". It gives me 30 days to respond and contains an information sheet and reply forms including those that ask for my financial situation. It does not say where I should send the reply forms. The letter is from the legal team of Civil Enforcement.
I have decided that I should do the following:
If you have any comments or advice at this stage, I would be very grateful.
I will keep updating this post until my problem with CEL is solved one way or another.

- Send a SAR request by email to CEL (done)
- Complain to the landowner (to be done - I parked @Sainsbury Local for 13 mins on Sunday afternoon 31 October 2021 - not sure who the owners are)
- Complain to the local MP (to be done)
- Respond to CEL saying that I am taking a debt advice and need them to stop for 30 days (not sure if I need to do this)
If you have any comments or advice at this stage, I would be very grateful.
I will keep updating this post until my problem with CEL is solved one way or another.

@Coupon-mad, Thank you. I wish I had read the forum and did my research earlier. On receiving PCN, Nov 2021 - I emailed to CEL asking for mitigating circumstances - such as: dropping my child for emergency dental appointment, parked only for 13 mins, pay-by-phone not working properly... My email request was rejected....
Also at the photo evidence - the driver face cannot be seen, but the passenger - 12-year-old child can be seen and recognised. I am extremely unhappy about the photo of my son .
Please let me know in your opinion - Is it too late (at Letter Before Claim stage) - to dispute that "who was the driver and do not believe their client can hold the keeper liable"?

No. Not if you appealed as driver. Not a problem though.
You should be confidently responding as admitted driver and stating that their lack of clear signage caused this issue and you will see them in court. And asking the VAT questions in the suggested response.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have received a LETTER OF CLAIM from dcb legal ltd, staying the debt is £170 due within 28 days or if a claim is issued further cost will be sought with accruing interest at 8% per annum pursuant to s69 of the Count Courts Act 1984. Failure to pay is likely to result in a claim being issued without further notice. ... The Letter dated 16 Dec 2024 .

In early December you told us that CEL sent you a Letter Before Claim, and now you have a Letter of Claim from DCB Legal Ltd.
Most unusual. Are you sure these are both about the same parking event?2 -
Thanks for reply. In December 2023 it was a Letter Before Action - Claim for Debt from CEL.... now December 2024 Letter of Claim from DCB Legal...

But the question remains... are they all about the same parking event?1 -
yes, the same for 13 mins stay at Sainsbury private parking over 3 years ago (October 2021)
