Who pays is entirely down to negotiation.
But you need to get an understanding of what's happening - otherwise you might unwittingly get stuck with having to pay the bill.
For example...
Is a section 20 consultation taking place? And perhaps it's indicating that each flat owner will have to pay £1k? if so, you might exchange contracts and then...- If the eventual bill is issued before you complete - the seller will be liable to pay it
- If the eventual bill is issued after you complete - you will be liable to pay it
And you probably won't know in advance what date the bill will be issued. So you might need special terms in the contract to deal with each option.
