DCBL - FINAL REMINDER (Hospital staff and lease car with no prior notice of PCN)

Hi everyone, 

I have attempted to read the newbies post but I am very confused and in an awkward position. 

I am a nurse and park in the hospital car park which are controlled by parking eye. My car is an NHS lease car so in the past, if I have received a PCN it has to go through the lease car team who then inform me via letter or email. 

However, on this occasion I received a NOTICE OF DEBT recovery letter on 16/10/2023 for a contravention which apparently took place on 22/03/2022! I don't believe I have had any letters from Parking eye or indeed the lease car team prior to this. I contacted the lease car team who have said:

'The attached means that a parking notice has been referred to a debt collection agency due to no appeal or payment.

 The notice has been transferred into your name and address this is how the attached has arrived at your home.  There would have been 2 previous notices issued from Parking Eye before this letter from DCBL.'

However, I don't believe there has been - or if they have, they've not been sent to me. 

I have now received a FINAL REMINDER on 06/11/2023 and given that its too late to appeal and because its a lease car, I am unsure which step in the process I need to implement. I have read all the newbies threads but I am very confused. 

Any help would be appreciated.

    Sadly it doesn't.  I've not quote the link as I don't want anyone asking the CAB about scam PCNs and daft letters from DCB Ltd!

    CAB are totally useless on this subject and so are National Debtline, whose 'private parking charges' so-called advice / fact sheet I laughed at the other day.

    The OP should simply IGNORE DCB LTD's £170 DEMANDS and start by emailing a SAR to ParkingEye for all letters purportedly sent to him/her.

    That will show whether a NTH was ever sent.

    Thd OP should also ask the NHS Lease car team exactly WHEN they provided the lessee's name and address and was the lessee's data supplied in response to the first PCN from PEye or was it in response to DCB more recently?

    And ask the lease car team to read out the address they have for you. Was it an old address and in fact DCB have traced you?
    Yes I have been ignoring the letters from DCB and I have just emailed my lease car team asking to provide what you suggested. Just need to find a template letter for a SAR for Parking Eye.

    You don't need a template for a SAR.  It's just an email to their DPO and I advised you what to ask for.

    Acronyms are explained in the NEWBIES thread at the top of the forum.

    And you can find any firm's DPO email address on their privacy page.

  • Ok, I have sent the SAR to Parking Eye's DPO asking for what you have advised.

    In the meantime my lease car team have responded. They have sent me a copy of the original PCN which has a photo of my parked car on double yellow lines. Pretty damning evidence but I firmly believe I have not been notified of this. Secondly, the contravention happened in March last year so why have I received letters from DCB 19 months later without any previous notifications before then. Normally a PCN gets sent to the lease car team which they then email to you. The lease car team have informed me that they passed on my address to Parking Eye 'in response to the first notice' - they haven't specified when this was so I have asked them to state when that was and if they have a record of when they notified me. They haven't responded yet.

    Why do you believe you can't stop on double yellows?  That's only the rule for double reds.  Not for DYL. There are plenty of exempt reasons to use DYL.

    Double yellows on street are provided to allow for loading/unloading or dropping off or picking up passengers (as long as it takes, but minutes not hours), and also for disabled blue badge holders to park for 3 hours.

    This isn't damning. Also very unusual for ParkingEye to have a still photo of a parked vehicle.  Normally it's a couple of in/out pics by ANPR cameras, of a moving car. Are you sure? Does the PCN say it's for parking on DYL? 

    I'd ask the lease team to state which address they passed on. Maybe there was a typo.

  • I can assure you it is for parking on DYL in a hospital car park (staff parking). They have a two photos of my car parked there. I cant see the lease company getting my address one as I've had the same address for years. At the time of this PCN they didn't have in/out cameras on our hospital grounds but they have recently been installed.
