I am doing this at present ie S&S ISA to Cash ISA - many  ISAs allow transfer in from other ISAs.
  • Have a look at Moneyfacts. A quick check showed several cash ISA providers that accepted transfers of S&S ISAs.

  • I'm in the process of moving a Halifax Stocks and Shares ISA to a 2 year fixed rate isa with Close Brothers. There were some better rate deals for 2 year fix but they wouldn't accept transfer from Stocks and Shares ISA. Due to the up to 30 day lead time, I was wondering about converting my units to cash within my current Stocks and Shares ISA which I seem to be able to do so I am not left up to a random transfer date at some time in the next month. Any thoughts?

When transferring and ISA the timescales can vary for all sorts of reasons.

If you cash out your investments within the ISA now, or let Halifax do it later, then you are taking a gamble on the investments increasing or decreasing in price between those two dates. Its probably about 50:50 either way.
