Parking Charge notice bus stop Quorom Business Park - Medical Emergency

Need some advice on how to proceed with this parking charge, I have had these charges in the past and have successfully challenged them all however they were all more straightforward.

In a nutshell I had a medical appointment in the general area that the alleged offense occurred, due to the nature of my appointment I was unable to drive afterwards and so I was accompanied by my disabled wife who would drive us home.

Not long after leaving the clinics car park my wife informed me she needed the toilet urgently (this is one of the side effects of my wife's disability, she can also only walk a few yards without a mobility aid), being unfamiliar with the area I had noticed a small retail / shopping arcade on the  opposite business park to the clinic, so in the hope of finding a toilet we headed there I noticed a Greggs and headed for it unfortunately not knowing the area and time being of the essence my wife pulled over in the first spot closest to the Greggs (this turned out to be the bus stop) i got out and headed straight into the Greggs to see if they had a customer toilet.

By the time It had taken to speak to a member of staff  probably a minute or two max my wife in the meantime despite being in some discomfort noted that she was stopped in a bus stop and noted some signs on the lampposts adjacent although she couldn't make out the signage she decided to move the vehicle and eventually found the parking for the retail area roughly 150 yards away, by the time I came out of the Greggs she had moved and parked in the designated disabled bays unfortunately by this time nature had taken its course.

I think in this instance I have grounds for mitigating circumstances however I am unsure on how to proceed, in other instances when I have had one of these parking charges my first port of call has been to contact the retailer or shopping centre and this seems to be the preferred route on here unfortunately as I was initially not a customer of the Greggs, work at or have any interaction with the business park I think this may be a waste of time.

The general feeling on here is that it would be a waste of time appealing the decision to the IPC due to the small number of successful appeals?

I was thinking of writing to E"" parking explaining the situation as outlined above, I intend to give more details of my wife's condition that support the facts that this was a bonafide emergency as well as a copy of her blue badge and as a result of these mitigating circumstances consider the matter closed, however if "" parking wish to pursue the matter further I will provide further medical evidence such as doctors and consultants letters however I wish to emphasise that every further correspondence on this matter will incur a £100 admin charge per correspondence.

Yes you'd win with that argument in court.

You won't win on appeal.  Doesn't matter what the IPC CoP says.  The IAS is not independent and 95% of cases heard are found in favour of the paying parking firms.

IMHO Excel and VCS are among the nastiest ex-wheelclampers:

There's no appeal worth trying but
    DO COMPLAIN TO THE LANDOWNER.

No right-thinking person on this forum pays Excel or VCS.

In no way, shape or form did you commit any offence. You are simply the recipient of a speculative invoice from an unregulated private parking company which claims that you allegedly breached their terms.
