Part of the problem can be that if these are on Amazon Market place, then all it is, is Amazons version of Ebay. So Amazon are not as such advertising the products.

As much as that's the case - the framework of the system shouldn't allow advertising of 'free delivery' and then adding on a delivery charge with no free delivery option. That must be somewhere in the coding, and should be addressed,
Yes. But it is it Amazon advertising, or the marketplace company that word the adds?
The item and the details for it are listed by Amazon, there maybe multiple sellers including Amazon - the Amazon's Choice for "johnsons face wipes" is the free delivery that becomes £21.99 when ordering the minimum quantity of 2 - there is no advertising by the seller beyond the mention of their name

    £0.98 (£0.04 / count)FREE delivery 16 - 17 October.

I think if you was contacting the ASA then it may well be the seller, but the CMA should over see the market in general and the nub of the matter isn't advertising, rather more whether or not Amazon act appropriately to protect consumers from harm on their platform. :)
