Does this count - buying and selling in the Isa ?

So have a vanguard ISA which is historic 

for the year 2023-2024 I have opened a cash Isa

within the vanguard isa I want to swap one of my products to another, this will mean ( I think) they sell the product I have then convert to cash and buy the new product. As the cash will be within the Isa and this is all done in the Isa . I am hoping this new buy will not count towards the year 2023-2024 limit of £20k but part of me thinks it will

Once money is in a S&SISA you can sell to cash and buy new investments without it affecting your current year ISA allowance.
