Immersion heater? And what's "passivling tablet type monitor "?
I think a hot water tank (cylinder) is always full unless it's a gravity fed system and you empty it faster than it gets topped up from the tank in the loft. And even in this case I don't think  you can make it empty because it's not connected to air and emptying it will create vacuum inside.

.definitely, NOT definately ......separate, NOT seperate
    should have, NOT should of

Conventional hot water cylinders are always full of water because the draw-off point is at the top.  To empty them you need to use the drain valve that typically is installed where the feed pipe enters the cylinder near the bottom.

But I think the OP's question relates to how much hot water (vs cold) is left in the cylinder - in which case it would be a choice between a special thermostat (or thermostats) capable of measuring temperature against depth (measured from the top of the cylinder), or else a flow metering device calibrated to show the %age of cylinder contents used since it was last fully recharged with heat.  There are probably other systems around, but I'm not sure how reliable they would be.

Yes I mean our immersion tank has sensors all over it on pipes so it sends info to a small screen via  a hub  and tells us how much hot water is available  in tank   Plus it monitors solar and heating controls , it’s called PassivSystem  so it’s all obsolete now no spares available  as screen display has broke ,
I was  wondering if anyone else had these systems installed , I am looking to replace it with a hives system I think,
