I recently opened a fixed rate cash ISA with nationwide and transferred in money held in an old nationwide cash ISA. I didn't add any new money not already in an ISA account.
Am I allowed to open another cash ISA with another provider this year?

You can open as many cash ISAs as you like for the purposes of transferring previous years' subscriptions. You can only open and fund (add new money) one cash ISA per tax year. So yes, you can open another cash ISA and use this for your ISA allowance this tax year.
