If I have opened a funded an ISA with this tax years full allowance and have withdrawn £5000. If I transfer it to a new provider with a better rate is it still possible to pay the £5000 back into the ISA before the end of the tax year to take it back up to the £20000?

Is your current ISA a flexible ISA? If so, you could put the £5000 back in and then do the transfer. Otherwise, you've used all of your allowance for this tax year, but you can still transfer the ISA to get a better rate.
