Hex shank drill bits

Can Hex shank drill bits for wood and metal be used in a normal chuck drill and are there any downsides?

Yes, and yes.  For the occasional easy hole it should be fine.  But if the drill bit binds in the hole and you don't have a clutch on the drill a round bit may slip in the chuck where a hex shank would either break or put more force into the chuck.
