Not in England it doesn't. You need to have scored at least 8 points in the moving around part. Your sisters PIP is to cover for the additional expenses she might have such as aids, taxis etc, once you've sorted all the changes you should consider a claim for Universal Credit on her behalf to help pay for food, clothes etc and so she can make a contribution to the household if you need/want it.  It will also give her national insurance credits towards state pension.

Thank you, I must admit i haven't looked at UC as i will still be working & we do have some savings... can i try a claim for UC in her name? I am useless on benefits, as never had to claim before. I dont want to do anything that isnt right for my sister if that makes sense? I will have a look online...thanks again
