Hi, I am after some advice from you good people on this forum if you could help please.
I received a letter from dcbl dated 27th June 2023, it was a Notice Of Debt Recovery - Unpaid Parking Charge £140.00.

I "apparently" overstayed the time limit at Riverside Retail Park in Norwich on 7th April 2023, client is Highview parking.
This is the 1st correspondence ive received about this, its the usual letter giving me 14 days to pay or ill be taken to court blah blah blah...
My vehicle is a long term lease vehicle so im not the registered owner and I have also not had any letters from the lease company saying they had received a parking fine.
I have tried contacting Highview Parking Ltd but can only get an answering machine, no way to speak to a human. I contacted dcbl and they told me I either have to pay or theyll take me to court,but she did say I may be able to claim the £140 from royal mail as they lost the original post, but I suspect there was no original letter.
Whats my 1st step as obviously its abit different being a lease vehicle and having no contact from the lease company.

Even though the Successful Complaints linked thread shows retail parks cancelling PCNs many years after events?
PLAN A is for ALL cases at all stages.
I'd also ask your lease firm for copies of what they received and exactly how they replied. Maybe your lease firm is giving out your old address?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
