Horizon Parking "Final Demand"

Hello everyone,

Unfortunately after moving house I hadn't got round to updating my records with the DVLA and as such I was very late in noticing a Parking Charge Notice and its reminder from Horizon Parking due to the driver overstaying at Tesco. Now I know you can usually get the "PCN" cancelled on the grounds of POFA incompliance but when I go the Horizon website it says, "As per the British Parking Association’s (BPA) Code of Practice, Point 23.7, the time to challenge the charge has expired. Please refer to your Final Demand Letter."

I'm trying to get hold of someone at Tesco who I can write to for them to convene. But as for pursuing Horizon, I suppose my best option is to send an appeal by letter, and say there was no mention on the PCN as to a time limit in which I must appeal to them?

I know there's wrong done on my part in terms of keeping on top of things but I'd appreciate any help with regards to resolving the situation.

    You can send an appeal via Royal Mail if the Horizon website is denying you access, suggesting you're too late to appeal, but it's still likely to be batted back by Horizon. In which case, ignore things (notwithstanding ongoing attempts via Tesco), come back on this thread if you receive a Letter Of/Before Claim from solicitors representing Horizon, or a County Court Claim form from the Northampton CCBC. 

    What was the date of the parking event?

    Story so far: Tried Tesco Customer Services via WhatsApp but everytime I find someone sympathic, I get passed onto another customer service rep who just tells me to contact Horizon.

    I've emailed the branch and also the CEO. Waiting for response.

    Sorry, only just seeing this now. You're saying I phone the Dundee branch even though I parked in London?
