Transferring 2022-2023 ISA contributions from an ISA still live in 2023-2024

Hi
I have an easy access CASH ISA from 2022-2023 which I have also contributed into this year, and intend to keep contributing into this year.

I want to transfer the £10,000 contributed into this ISA last year into a new fixed rate ISA whilst leaving the money I have contributed into this easy access ISA this year as it is, allowing me to contribute more throughout the year.
Is this allowed?

I basically want to open up a new fixed rate ISA this year, transfer the balance of last year's ISA contributions into it, but leave my easy access ISA live with this years contributions still in it.

    You're allowed by the ISA rules to do this, but it's contingent on both providers supporting partial transfers....
