Back story, my son is at uni and has been parking in this particular road since December last year with no problems.
He checked with reception at his student accommodation that it was ok to park there (it’s a private road directly outside his accommodation) and was told it was fine.
In May we received 3 pcns through the post, then the following week 5 more on one day and another 5 a couple of days after that. The date in pen 15th on the letter is the date we received it through the post.
As the car was parked (unmoved) during this time he had no idea of the charges (no pcns put on car) and was only made aware when we opened the letters at home.
So he had been parked there for 5 months with nothing and then received 2 weeks of pcns over a few days. £1400 worth of fines.
The signage appears to of been put up over the Easter holidays (when he was home) and when he returned to uni (late at night) he didn’t see the signs so the first he knew about the charges when we opened the letters as he didn’t use his car. He moved his car the day the first one was received.
Firstly is the above notice correct for Notice to Keeper? I suspect from everything I have read it is.
Secondly is there anyway we can appeal these?
I sent an appeal (no driver details given), which they rejected and they have sent popla codes for them.
Do we pay the reduced rate, £60? For each ticket within the 14 days they have given us on the appeal rejection ? £600+ which clearly he doesn’t have as he is a student and we don’t either but we definitely can’t afford it to almost double.

I suffer with extreme anxiety as does my son and he also has severe adhd so as you can imagine we are very worried and stressed over this.

Your POPLA Codes last 33 days max. Are they all still in time?
How long do you have because your best appeal point is a LACK OF SIGNS in that roadway, which needs your son to go out and take photos in daylight and at night (not close ups of signs...).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

We received the popla codes last week so still have time.
He is home now (came home the day we received the fines as he was so stressed by them).
I will ask him to travel up to uni to take photos of the signs in the dark.

If he's so stressed that he came home, my goodness you have surely complained to the Uni Facilities team to cancel these, I hope? I've got a Uni age son and would be kicking up merry hell. Hell hath no fury like a Mum scorned.
CP Plus are only agents of the Uni. Guess who is in charge? Guess who can order them cancelled?
You are not restricted to ONLY dealing with the monkey and their mates at the BPA / POPLA. Speak to the Organ Grinder!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Never use the word "fine" in any correspondence regarding these speculative invoices from an unregulated ppc. There will no mention of the word in any of their docs.3
