UKPS Unauthorised Parking

I have received an NTK from UKPS for "Unauthorised Entry/Parking." The car park is permit only, however the driver parked in a disabled persons bay and properly displayed a blue badge.
The PCN doesn't include any images of the signage, so I need to visit the site again to get a photo. However, it would seem to be a reasonable assumption that a blue badge would act as a permit for the purposes of parking in a bay which is clearly marked for disabled persons only.

With the information you have given, it is clear to me that you need a permit and a blue badge to park where you did.
Did you have a permit?
I don't think it is a 'reasonable assumption' at all that a blue badge is a permit.
Do you think that any bay on any car park that is marked as a disabled bay can be used by any blue badge holder?
What about a private office car park in a city centre? Can any blue badge holder use a disabled bay there to go shopping?1 -
