I would be grateful for assistance. Registered Keeper received 2 Fines for parking in train Station car-park
1/ 5 April 2023. Parked in the late afternoon around 4pm, paid for parking using Phone App at 6:50pm. Let the car park late after 10pm. Received a penalty notice via mail dated 28th of April. Two photos as proof show very confusing dates and times: photo 1: 05:04:2023  08:58:81, Photo 2 04:05:2023 10:50:11
Appealed using some of the templates I found on this site, in addition I questioned the fine arriving after 14 days, also I sent them a proof of payment - receipt from their App., also mentioned that that the clock and date stamp is not possible if it supposed to indicate entry and exit times (I did not stay for a month).
They rejected the appeal - did not even mention the proof of payment, did not deal with the incorrect/confusing date, stated that they do not issue the fine under POFA.
Could you please suggest appeal wording - I cannot find any templates. 
2/ Alleged Offence 7/02/2023 issued on 8th of March 2023. This must have been a genuine oversight asI always pay by an application. We never got the penalty Notice via mail as we were moving house and it arrived when we were moving on the 11th March.  On 28th of May we received a Debt Recovery letter from Debt Recovery Plus. We immediately called them, advised that we have not received any notice and requested a copy. Never revealed the driver identity. Debt Recover Plus is sending regular threatening letters. We have been debating whether to complain to APCOA that the delay in sending the notice resulted in it getting lost, but I wonder if there is any point in it now since it is with Debt People.
Any advice gratefully received.

This is ludicrous. 

Get your MP to complain to the BPA and the Train Operating Company and their agents, APCOA (all three to explain themselves).  The complaint is about this impossible timing, not about you not getting the PCN.

Please update this thread to tell us what the BPA say about this latest farce.

You can ignore the threatograms and - specifically because it is headed 'Penalty Notice' - it is unusual in that it times out in six months anyway!

Nothing will happen. Certainly no contacting useless aggressive time-wasters DRPLUS!

Thank you for your reply. Will complain to our MP, but she is totally ineffective! Know this first hand, (another saga of no water all last Christmas, still no compensation to the whole village).

Can you clarify if I should appeal to POFA, 3 days left.

You mean appeal to POPLA? You can't if you are getting daft DRPLUS letters.  That's not appeal stage...

But you say APCOA rejected the appeal.  On what date, exactly, and did they give you a POPLA code?

They last 33 days, not 28.

If you reckon your MP will be hopeless, do the complaint to the BPA yourself.

Are you sure that your V5c logbook has the right address on it?

That's the usual cause of not getting the initial PCN.  People move house and think changing the address on their driving licence is enough. It's not.

Oh, and NEVER EVER phone DRPLUS!

Looks like one clock is set to "normal" i.e. UK time format and the other is set to "abnormal" US time format where they put the month first!

Yes.  This person should say that to the BPA.
