Carpark fine

I've got caught with an NCP parking fine. The carpark used to be free after 6pm, but apparently now charge. Its an extortionate £100 with an extortionate £60 if payed early. Wasn't these rip off charges capped at a much lower rate?
What are the rules/laws with paying these charges please?
I remember when they were all free.

    Have you been "fined"? Please count the number of times the word "fine" appears in any of your documentation and report back here if it is greater than zero.

    You've received a speculative invoice for an alleged breach of contract from an unregulated private parking company.

    Indeed. I did try to edit that after I posted to 'charge' rather than fine, same as the other references on my post.

     l'm wondering if there is a cap on these charges.

    I would hazard a guess of £100 with a 40% reduction for bribery early payment if I didn't know any better! ;)

    Why not just appeal as registered keeper and easily win at POPLA, as coached in the NEWBIES thread?
