Advice Needed - Parking ticket from private parking company

I live in flats and parked in my assigned bay in the residents garage, but my parking permit fell off. I received a PCN from a private parking company who act on the behalf of the Building Residents Association for failing to display my permit. They are not enforcing any penalty to/from my landlord. I’ve appealed but they have now referred me to appeal via POPLA. My tenancy agreement states that I can use the premises which includes ‘any part of the premise and curtilage of the same, together with the garden, garage and parking space’. 

Shall I appeal to Popla? Any advice would be greatly appreciated.

    Yes, supply that tenancy agreement as evidence. Does it say you have exclusive rights?

    No, it doesn't say I have exclusive rights but states that the premises includes garage and parking space.

    What it doesn't say is equally important. Does it or doesn't it say you must show a valid permit?
