Branches from tree on public land entering garden

There's a fairly mature but seemingly feral tree that sits outside my garden boundary on public land. I have no problem with the tree per se, but I'm aware that I have the right to cut the offending branches back particularly the ones damaging my fence. However, would this/should this not be the councils responsibility?

Possibly, but it will all depend on how long you're willing to wait for the council to leap into action!1

I raised this with our ward councillor and someone came to look at it next couple of days0
