Branches from tree on public land entering garden

There's a fairly mature but seemingly feral tree that sits outside my garden boundary on public land. I have no problem with the tree per se, but I'm aware that I have the right to cut the offending branches back particularly the ones damaging my fence. However, would this/should this not be the councils responsibility?

    Possibly, but it will all depend on how long you're willing to wait for the council to leap into action!

    Check it doesn't have a TPO on it... 

    I raised this with our ward councillor and someone came to look at it next couple of days
