Is this NTK compliant?

Hi Team,
Is this NTK non compliant with POFA as it does not specifically invite the keeper to pay, or am I totally off course here?
Also, the `parking` event was 29/4 and the NTK was issued 9/5. NTK was delivered on 16/5. Is this within relevant timescales? (I believe 14 days is the cut off but not sure).
The reverse page is just the appeal process and `how to pay` details.
Big smiles,

The wording is POFA compliant. But you've scrubbed the date of issue so we can't tell.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is this NTK non compliant with POFA as it does not specifically invite the keeper to pay, or am I totally off course here? You'd have to present a cogent, well-researched argument and hope you pull a clued up POPLA Assessor who would put their head above the parapet to dismiss the charge on the NtK being not PoFA compliant. You should still try it, but I can't see success on that point alone. Also, the `parking` event was 29/4 and the NTK was issued 9/5. NTK was delivered on 16/5. Is this within relevant timescales? (I believe 14 days is the cut off but not sure). If posted first class, the deemed delivery date (regardless of when it was physically delivered) is two working days after 9/5 - Thursday 11/5 (day 12). Again, not a likely winning point. However, give CP Plus both barrels of a lengthy POPLA appeal, using all the relevant example appeal points in the NEWBIES FAQ Announcement, third post, and hope to overwhelm them with the sheer amount of rebuttal they will need to do, rather opting for a withdrawal to get rid of this for you. Before all that, what about your complaint to the landowner? Plan A, always. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
