Just appeal as registered keeper stating that there is no evidence that the driver left the site. And the driver will not be named.
DO NOT TALK ABOUT WHAT HAPPENED.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Dear UKPC,
As the registered keeper, I am appealing the above-referenced PCN. I put you to strict proof that the "driver left the site".
I suggest that if you disagree with my appeal, you should skip all the other hoops, such as POPLA or the pathetic wave of powerless debt collector letters that UKPC normally waste resources on and just refer the case to your robo-claim pet dog, DCB Legal so that they can send me a Letter of Claim so that we can proceed to dispute this alleged debt in front of a judge, who, as you are fully aware, would most likely give you short shrift and probably also give you (or the poor rep that DCB Legal would hire) a verbal spanking in court for wasting the courts time.
As I am not one of the many gullible motorists who are conned by the way your company operates, you would best be advised to drop this one now and save everyone the time and energy as we all know that, in reality, UKPC will instruct DCB Legal to discontinue any claim before it ever gets near a judge.
I am 100% confident that UKPC has no evidence to back up its assertion that "the driver left the site".
