Parking fine where penalty notice not actually on the car

I recently received a £110 parking fine notice letter telling me i hadn't paid the early £55 fine and so now had to pay the full fine. There were pictures of my car in the wrong bay on the street and with a parking penalty notice stuck to the car window. When i returned to the car however, on that day, i didn't see the penalty notice and so i contest that the penalty notice was not there anymore. So i sent the council £55, saying that their letter was the first i had heard of the fine. They rejected this. What to do i wonder? Has anyone had a similar experience please?

    Pepipoo posters will advise you best because there may be a way to fill in TEC forms and a witness statement to get the case put back to discount stage, but I am not sure in these circumstances otherwise everyone could say they never saw the PCN.  But we also know it could have been removed by a prankster.
