Parking fine where penalty notice not actually on the car

I recently received a £110 parking fine notice letter telling me i hadn't paid the early £55 fine and so now had to pay the full fine. There were pictures of my car in the wrong bay on the street and with a parking penalty notice stuck to the car window. When i returned to the car however, on that day, i didn't see the penalty notice and so i contest that the penalty notice was not there anymore. So i sent the council £55, saying that their letter was the first i had heard of the fine. They rejected this. What to do i wonder? Has anyone had a similar experience please?

As we tend to only deal with private parking charges, not penalty fines from local authorities, you would be best served if you head over to the Pepipoo forum where you will receive advice more tailored to your situation.:
