Local council PCN advice please

I received a pcn for parking in prohibited hours, there was a festival and there were signs saying road closed between 1 and 6 pm, my pcn was issued at 12:23. There were no signs regarding parking restrictions so as I’m a resident with a permit left my car in the resident bay

i contacted CA for advice and they sent an email stating there were no parking restriction signs, the council wouldn’t cancel the pcn and said there were cones out and sent me a poor quality pic of a letter tied to a post explaining the road closure and parking restrictions. HOWEVER the post this was tied to was not on the road I received the pcn as the pic shows paving slabs whereas the road I received my ticket doesn’t have slabs just tarmac, also there were no cones or signs, I gave since found a video of the festival on YouTube and downloaded it and you can see my car (and others) parked in the bay with no cones and no signs. The council are saying if I don’t pay within 14 days I lose the 50% discount 

I contacted CA again for advice and they told me to get a solicitor ! It will cost more than the ticket

with the letter tied to the lamp post and not being on my road and the video showing no signs or cones I need advice whether I should pay while I can or appeal again ?

    That's because the CAB advisors are useless with any type of parking ticket and don't know what they are doing. Whether it be Council or private scammers, NEVER EVER ask the CAB for advice about any kind of parking ticket.

    Of course you don't need a solicitor!  As long as you are the registered keeper and the right address is on your logbook (please check that if you've moved since you got the car) just wait for the NTO to arrive by post and repeat the appeal with your photo evidence. Then if the Council don't drop it, then repeat the appeal and evidence to the adjudicator.  Most people win!

    Of course the discount (bribe) won't be in play but that's not a concern and it is perfectly normal and you just crack on when you have a good case, like you describe.  There is nothing to worry about.

  • Thanks for the reply Coupon-mad. You are right about CAB as I suffer with mental health I have had to ask them for help on several issues and not once has it been a positive outcome

    back to the matter at hand, I’ll wait for the NTO does it sometimes get cancelled at this stage or will I end up going to tribunal ? 

    It’s easier for me to explain in person rather than in writing

    Yes at NTO stage an appeal with good photo evidence can work.
