Crossing 1 MINUTE early

Hello. I've received a penalty charge notice for crossing a road before the allowed time at 8:59. Instead of 9:00. What defence could I use which would have a high probability of getting the appeal upheld? Thank you.

    Could try arguing that your clock said it was 9:00 but not sure that’ll get you far. If you know there’s a cut-off then I think that you would have been wise to have left it a few minutes

    Are you talking about a council-issued Penalty Notice? If so, you are best advised to go to the Pepipoo forum where they deal with those issues. This forum tends to concentrate on parking charges from private parking companies.
