During this tax year I opened a second ISA by transferring money from my other ISA with the same Building Society
Can I open a third ISA with another Bank using the unused £20,000 for the same tax year
Or is this not allowed
No new funds were added

If you haven't deposited any new money into an ISA this year, then yes you can open a new ISA account and subscribe to it (i.e. deposit new money).
