Court hearing today for stopping in no stopping zone .
Admitted I shouldn’t have stopped at onset but appealed due to the emergency circumstances I had no choice other than to stop.
Got the runaround from VCS and Elms .. Ie: Your evidence hasn’t uploaded/they sent some emails to spam , then changed solicitors and lost the evidence I’d posted to Elms. blah blah ! 

They added £60 as soon as I hadn’t paid which was my grievance and the Judge today totally agreed with me.
Got charged £212 in Court for the fine for stopping which I admittedly did and costs. The Judge said there is no notification on ANY of the 70 signs that says anything about the £60 admin fee which he considers outrageous and took off their charges .. He said VCS MUST include the information regarding the £60 plus £100 fine on every single sign as people must be made aware of the ‘contract’ they are entering into before they can make a decision about it !
Judge said he wouldn’t contradict another Judges decision regarding the previous case law but he is adding something to his Judgment that I assume will have to be considered by the law (or maybe he’s allowed to do it himself  because he’s a Judge and it’s his prerogative 🤔) )regarding the £60 being displayed on ALL signs around the airport to be included and his Order to be acknowledged.
Hopefully others will not be milked by this VCS for much longer !

Can you tell us more about the case? What was you defence?

Sadly, you lost this case but at least you didn't have to pay the £60 add on. However, it sounds as though this judge may have allowed the £60 if it had been on their signs. I've noticed that quite a few PPCs already state that they'll add £60 automatically if the initial charge isn't paid within 28 days anyway.

Not necessarily a good thing but VCS would have to change all their signs at LJLA if they want to scam more money from the gullible.

Bad luck, there was no need for this case to be lost but if you admitted it and didn't fight the PCN then the Judge had no choice.

In fact the byelaws allow for emergency stops.  Should have been winnable had you put the byelaws into evidence.  Scam over.

As for his bright idea to add £60 to every sign, thankfully that won't be happening because the DLUHC has stated that the added fake 'costs' are extorting money from motorists and the intention in 2022 was to ban that element.
