PCN final reminder without receiving the first (original) noticr

I received a final reminder from MET Parking Services on the 27th January 2023, with the final reminder dated 20th January 2023.
The original alleged contravention, dated 13th December 2022, and this final reminder is the first correspondence received. Given the postal strikes, we have had delayed post but not one sign of any initial notice.
They are now saying that my ability to appeal has passed as its over 28 days since the (non-existent) first correspondence?
I will take a trip back to the site of the alleged contravention later this week when I am able to as it's quite a distance.
No phone number is given, only their online forms or postage.
Appealing online under exceptional circumstances and then backing it up with a letter sent? I'm not particularly comfortable with how they will use my name either way, and that I would only acknowledge a registered keeper and someone at the address the correspondence was sent to.
Any ideas?

Do not imply who was driving. Do not phone them.
I think MET might give you a POPLA code if you ask for that to resolve the complaint.
