Will be due my state pension in January 2024. I assume I won’t be entitled to a winter allowance until the following winter 24/25?

You assume right. The legislation says that qualifying date for the Winter fuel Allowance is that you have reached State Pension Age by the last week in the September (off the top of my head I can't recall the exact day) at the start of the winter in question

The "qualifying date" is announced each year.
