PCN from a car hire company with person living abroad.

Sorry if that topic has been raised before, but I'm slightly unsure what measures I should I take. My friend came on a visit a couple of weeks ago and had to use car rental services during his stay. He went back to his country and shortly after that the car rental company notified him via email that they have received several bus lane tickets. Apparently, the car rental companies proceed by starting a change of liability process, which until being done you can't do any sort of informal representation or whatsever. The problem is that the address the car company would provide is misspelled and not only that, but after contacting  them several times, they also ensured me that due to the address itself being an international, the council woudn't send any notification letters abroad. So, I guess my uncertainty is whether my friend should bother contacting them again and arrange for a different (within UK) address those letters to be sent to or provided how unserious the whole situation looks, does he even need to pay them (if he never gets notified about the PCNs existance)? Any feedback would be appreciated.

    If these are bus lane penalty charges they will have been issued by a local council. As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:


    Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
