Just wanted to say a huge thank you to this group.

Had a PCN at a car park near a hospital in October. 
The car park had one machine that was pay on exit, on return the machine was saying out of service, please try later.

I didn't have my phone on me so couldn't call or use their app. 

Recieved the PCN and contested it saying I was unable to pay at the time due to the circumstances mentioned.

They pretty much came back with 'tough luck, not our problem, pay up.'

Later it jumped straight to LBCCC with zero other warning. 

Started building a defence with info from here, then came across a post saying to contacts PALS as it was relating to a hospital car park. 
The team at this hospital was called PETS, I initially asked them whether the car park was actually affiliated with them as it wasn't technically on hospital grounds. 
Turns out, that it was! 

I gave them the details and they said someone from the hospital parking team would be in touch within a week, yesterday I recieved a call asking me to walk them through the circumstances. Explained the situation again and mentioned someone at the same time was in the same situation and they took a picture of the broken machine and emailed it to me. 
They asked me to send them the picture of the broken machine. 

I did, recieved an email 5 minutes later saying the ticket had been cancelled and I'd be recieving a written confirmation from Parking Eye within the week to say the ticket is cancelled. 

So long story short, Parking Eye do not care about your story, genuine or not. 
I went to someone who actually cared and could control the situation. 

And now, no more ticket.
