EPG rating and warm home discount

I receive the benefits that qualify for the whd but when I checked on gov Web site my council home isn't listed but the private owned houses in my terraced row are, and the privately owned houses are eligible for the discount, but my home and my neighbour who are council are not and strangely the house size shrinks from 112 sq mtr to 89 sq mtr
even though we're a terraced rows it's impossible for the change in size.
I have rung the number but got no where as they are not interested, only in giving 5he info they have an that's it
Is there anything I can do to try to get this sorted please
