What happens if tax credits stop anytime in 2023? Will the cost of living payments still be made ?

I don't think the qualifying dates have been released yet.
When there are if you get the needed benefit at that time you get it, if you don't then you won't.

Not sure if it'll help you, but I had my last tax credits payment in early July last year but received both COL payments as I'd met the criteria of £26 payment in year. If next years follows a similar criteria you may find you are entitled to all payments. 

But until the guidance is announced no one can say for certain
